By 1915 Portsmouth fire prevention had come a long way from the days of leather buckets and hand pumpers. These well-dressed men represented the Board of Engineers, the equivalent of deputy fire chiefs. The strapping young William F. Woods, in the center, was not only a long-standing city fire chief, but he also ran the local harness shop.
